The aim of using licence is to manage and control actitives of supplying information and establishing websites on the Internet in Vietnam.

The condition of issuing a licence:

For Vietnam agencies, organizations and enterprises:

• There is accepted document of governing body
• Agencies which apply for a licence have to confirm form of provided information, contents, columns, frequency of updating information.
• There are competent people that shall be reponsible for content of information and have skill of information management.
• There are enough means of teachnique serving information supply and there are addresses on the valid internet.

For foreign agencies, organizations in Vietnam:

• Diplomatic agencies, consulates, representative agencies, international organizations, intergovermental organizations, non- govermental organizations, foreign press agencies, including leaders of those agencies which want to supply information on the internet in Vietnam are accepted in writing by Diplomatic Ministry of Socialist Republic of Vietnam ( hereinafter called Diplomatic Ministry).
• Representative agencies of economic organizations, cultural and scientific organizations, foreign consulting organizations, foreign companies and enterprises; foreign- invested companies, enterprises and economic organizations must be qualified to operate legally in Vietnam and have headquaters in Vietnam.
• There is legal representative being responsible for contents of imformation;
• Confirm clearly form of supplied information on the internet, content of imformation;
• There are enough means of teachnique serving information supply and there are addresses on the valid internet.

Neccessary documents:

For foreign agencies, organizations in Vietnam:

• Application for a licence as the regulated form of Ministry of culture and imformation;
• Notarised copy of decision on establishing organizations, agencies, enterprises by competent agencies issued;
• Proposed document of governing body;
• Project on detail operation and plan of supplying imformation on the internet( forms of imformation supply, contents and columns).
• Resumes of people who are responsible for content and imformation supply are notarised by governing body;

For foreign agencies, organizations in Vietnam:

* For diplomatic agencies, consular agencies, representative agencies of international organizations, intergovernmental organizations, non-governmental organizations, foreign press agencies

• Statement of licence registration of establishing web page as the regulated form of Ministry of Culture and Imformation ( this statement must be signed by legal representative or authorised person reponsible for content);
• Proposed document of Diplomatic Ministry;
• Project on detail operation and plan of supplying imformation on the internet( forms of imformation supply, contents and columns).

*For representative agencies of economic organizations, cultural and scientific organizations, foreign consulting organizations, foreign companies and enterprises; foreign- invested companies, enterprises.

• Statement of licence registration of establishing web page as the regulated form of Ministry of Culture and Imformation ( this statement must be signed by legal representative or authorised person reponsible for content);
• Copy of investment licence, licence of opening representative office and notarise document related to operation of organizations, companies, enterprises that stand for a licence.
• Operating project and detail plan of imformation supply on the internet ( means of imformation will be supplying resourse of contents, columns). Resume of people who are responsible for content and imformation supply.
